0001123: Please backport FBF_NORANDOM to A_FireBullets and A_CustomBulletAttack.
Hi.

At the moment, we have a method for determining non-random damage for almost every attack in the game--melee, missiles, explosions, and rails. We can either put the values in parentheses, or we can specify a no-random flag.
Hitscan bullet attacks, however, are the only methods of attack currently exempt from this. Whether you put the damage value in parentheses or not, the result will still be 1d3(X) damage. And considering hitscan bullets are the majority of weapons and weapon types around in mods, the fact that the other damage types can use non-random damage but bullets can't I think is a bit of a big ol' gap.

I would very much appreciate it if this flag was backported, please.
I have nothing to put in this section, since I believe the situation and request is fairly straightforward. Thus, I'd just like to say that I hate pie.

I've also requested this long ago and I also believe that, by now, this should have been in Zandronum!
