0003670: Ubuntu 14.04 no longer supported, update docker image.

Description

As commented in 0003514, Ubuntu 14.04 is not supported, and we need to move to 16.04. This update should include dropping qt4.

(0020868) Zalewa (developer) 2019-07-10 05:54	I suppose the autobuilds still working are a sufficient proof that this was done correctly.
