I give up for the night, if someone can solve this issue, that would be fantastic, as I could play tomorrow.

You could forward a port like 10667 and host on it. That's how I got my fix.

Did you actually forward the port which you use for hosting the server (10667)?

Temporarily enable sv_showlauncherqueries to check whether the server can be seen by other players.

wait is it possible this issue is happening because I have zandronum installed in program files(x86) ?

cuz I had to give the program permission to open as administrator to even get the server to open

strange when I use http://www.canyouseeme.org/
to check my IP and that port it says connection timed out

EDIT
I just tried to add the command line parameter
"-upnp 10668"
(Changed the port that I forwarded to 10668)
and it says
"NAT DISCOVERY error: Fail to find a UPNP NAT"
Router seems to not support UPNP

EDIT 2
ive forwarded ports 10666-10670
all UDP
I have my private IP address set within it too.
and the private ports are the same as each forwarded port
and all are enabled on my Belkin router.
still haven't fixed it

Edit 3:
UPNP is enabled in my router, but I still cant connect nor can it detect the any upnp NAT
