It's just a mockup image, the actual scoreboard would have whatever number of teams and flags, points, or other stats in their own respective places. You could technically cut the current mockup in half and have another one below it for gold and green teams.
One idea was to customize the opacity/transparency of the entire scoreboard (including text), so that you could keep it on the entire time and still view the game (while spectating, for example)
It was a theoretical example of a full 64 player 32v32 server, with some inspiration from Team Fortress 2's community made scoreboard mods.
I purposely went for a larger, more modern approach than most Doom port scoreboards, for example the non scaled Odamex scoreboard (which I also helped work on) is quite tiny and minimalist with few colors outside of color coded lettering & team color motifs.
EDIT: It might also be a good idea to have the lines more horizontal instead of cramped the way it is now, and put the teams on top of eachother (games like Call of Duty do this)

Another good way to add more information onto the scoreboard would be to change the text for Frags, Score, Ping into pictographs that accurately represent each. I'll have to experiment a bit and find out what best represents what. It would be easy to add a flag count in CTF with this method. For the others, I'm thinking a planet icon for ping, and a skull and crossbones for frags, not sure what to put for score.
Basically the idea is to give the most amount of information with the least amount of objects
