I've always struggled with making buildings inside outdoor areas. What I currently do is create 2 sectors (like a door) in a box shape and raise the floor (the walls) then I create another sector around the outside of the walls and lower the cieling until it covers the open hole inside the sector (this making the upper part of the house/roof). Then I create one last sector which I give the ceiling of that sector fsky1 and lower it leaving the missing textures.
This gives the illusion of a house and you can enter it but if you have something taller in the background or you go high enough to see the top of the house it will look like the sky is falling on top of the roof. Is there any other way of creating a building that doesn't touch the top of the sector and that doesn't use 3d floors?
I am currently using the latest version of doombuilder 1 because my computer can't run doombuilder2.

You could transfer heights and use bridge things to cover the roof.

I vaguely recall the function for drawing a sector when a player's eyes were above or below the target zone being useful for creating visible rooftops, but I don't remember if this would be what you're looking for.
