Doomseeker 1.3.1

This is a minor release that fixes some not-so-minor bugs. A crash in SRB2 plugin and another crash in the IP2C updater were found and should now be gone. Users might have been affected by these crashes depending on if these two features were in use or not. Other problems were: a column glitch in the servers table, a botched game launching if WAD requirements were unmet and then ignored, and lastly there were problems with plugin loading on Windows if Doomseeker was placed in a non-ASCII path.
