For transparency: Staff Contact info & e-mail system overhauled

Due to the fact that some of the forum settings haven't been touched since launch, I am taking the liberty of cleaning things up.
Previously, the "Contact Us" link at the bottom of the forums was a "mailto:webmaster@zandronum.com" link, not a regular URL.
I created a new page specifically to keep this up to date more easily:
http://zandronum.com/contact
This now contains both links to the forum team, and zandronum.com's email addresses. This link can be found at the bottom of the forums, and at the bottom of the main website & tracker.
I have also finished updating the forum's automated e-mail system (it wasn't much work, but it didn't seem to have been checked up on since the forum launch). According to the system logs, many users missed some "New Private Message at Zandronum" or similar automated messages. I've looked into this and hopefully fixed it.
