RCON - how does that work?

Hey guys, I just downloaded the rcon utility here:

But there is nothing in the description.
Can anybody help me to find a description / or tell me how rcon works?

I have acces to an server (thx one:_two ;-) and want to be able to change the following settings: lifes/ jumping on/of set pw on/off, changemap, etc

Is there a list or something? Or are there other rcon programms that have like a dm flags section?

Perhaps there is already a thread concerning this, I browsed the forum but could not find anything.

Any console commands that you would use ingame will also work from the rcon console. sv_cheats 1, timelimit 30, kickban xxxx, changmap map05, etc.

Hm...I was looking for a list like this one, I just found on my own.

So, most things work now. Do You know how I can change a map without intermission? I just changed the number of lifes sv_maxlives 2, but this will only take affect once I restart...
