Server Stuph

I feel dumb right now.

So I have no problem setting my servers up or anything like that.
But I'm looking for a specific plugin\addon for an upcoming server I'm going to host.
All I remember about the plugin is that with it, you could define which cheats people could and couldn't use.
For instance, you could prevent people from summoning stuff.
I remember it being around during the late days of Skulltag but the name slips me at the moment.
Any help in finding this plugin (or whatever it was called) is super appreciated.
