Check you're playing a DM type game mode.

I am, I was playing ultimate dooms E1M1 and they just ran around like idiots. Only finding one bot punching another.

They start off with pistols and avoid fighting with pistols.
However if they can't find a weapon, then they'll generally just wander trying to find one.
This is why most of Skulltag's maps were bot-friendly, with at least one weapon always in direct sight. Vanilla Doom maps, not so much. Most DM maps are also bot-friendly unless they have bottomless pits everywhere.
