Issues with hosting a modded server

I have successfully hosted a doom server with no mods and had friends join successfully but when I attempted to host a server with mods they can see the server and can attempt to join but when the server attempts to install the wads to their game (they have wadseeker set up properly) It says that it failed. I even went to far as to send the Wads to them directly and have them place each one into their Wad folder. The server acts like they still do not have the wads needed to join even though they have the exact files in the correct folder. It just tells them to install the wads through wadseeker but that fails.
