Random severe packet loss

It strikes seemingly at random but usually hits at least once an hour, sometimes more frequent sometimes less. My internet usually sits around 200 download and 40-50 upload, it's really good and I don't have issues like this with any other game and my internet is still impeccable otherwise whenever this happens. I've tried reinstalling, wiping my settings, isolating any variable I can and no luck. My gameplay will be perfectly fine until randomly I'll just start dropping every single packet until I hit the limit and get kicked from the server. It can I've played on a server alone, with friends, on the stable version and the alpha and it always happens. I have tried using the network settings like backup commands and changing tic rate to help and they seemingly do not at all. I am unaware of the cause for the issue, reproduction for me is playing any server but clearly not a consistent issue for others. I have tried vanilla servers along with one with a lot of mods and fancy effects, it does not seem to affect whenever it happens. Server regions and types also do not seem to change anything, I've tried several different nations from several different hosts. I'm on windows 10, please help as I'm trying to get friends into doom but every time we load into something and play for maybe an hour maybe even just 10 minutes and I'll have to randomly leave the server. Very bad when we like to play survival maps or zdoom wars, as you can imagine. I'll be glad to provide other info if I can.
