Using Zandronum to make a game for distribution

My friend wants to make a standalone game (or large scale TC) and needs to use the source port as his engine. Does the license and subsequent software allow him to package it as one full game, or does he need to keep the mod separate because of things like ZDoom license issues?
We both read license.txt and something there may not have been clear to him.

Do you want to make some Money with it, don't care at all with the zdoom multiplayer model and don't care with no software render: GLOOME
Do you really need software render, don't want to get Money from it, wants a zandronum like multiplayer: Zandronum

I believe he mentioned either selling it for cheap (IE Urbal Brawl/Action Doom) or giving it out as a TC absolutely free. He has mentioned he wants it to be OpenGL as he finds the software rendering of skies (warping when looking up/down or whatever that is called) quite annoying and does want the multiplayer portion in the game as well.
Thanks for pointing me to GLOOME, I believe this would satisfy his questions. I'll show it to him and relay any further questions into this particular topic.
