Weird use of gpu

Since I got the amd h8870m, I was testing and finally, msi afterburner works with my gpu (it didnt work with intel gpu =/)
One interesting thing that I noted while playing zandronum is that the gpu use will be always at 99% no matter if it's 30 or 256 fps O_o
Another weird thing that I already noted on my intel hd 3000 is, when I'm playing zandronum, the gpu clock will be stucked at 650MHz, even if the fps is lower than 30 :O, and when I start some new game (like grid 2) when he start the game it jumps to 1,3GHz...
So here're my two questions, why does it always stay in 99% of gpu use and why does it not make the intel hd3000 up the clock to 1,3GHz (the gpu overclock itself, there's no software required for that...)

I'd just turn off GPU adaptive power levels and get a framelimiter, either through GPU drivers or something like Dxtory.

I have had *serious problems* due to this type of behaviour in Zandronum because of my habit of alt-tabbing to other apps and then going back (my PC freezes for a few minutes), it was more related to the CPU though. This can be fixed using third party limiters, but if you are a first timer and do not know about the tools, you are screwed. I can see people who uses opengl having their GPU easily overheated and then complaining.
Try googling for RadeonPro (NVIDIA Inspector for NVIDIA users), this might help you and save your hardware.
Use at your own risk, as I have only tried NVIDIA Inspector only.

I'm afraid to touch it D:, this is a special radeon driver I'm using, to make it work with intel gpu, and the last time i tried to change it , bam , i neeeded to restore all the system D:...
well gpu overheating happened on my old notebook, but it was fun because even if I was at opengl, gpu clock was stucked at lowest while the processor clock always stucked at max(3,4GHz turbo boost), it's weird, well idk how does it work, I just think if the render works like the new ones it would give alot of performance... (and use less cpu\gpu)

Unfortunately the GZDOOM team probably won't re-write it.

idk where did I read that (maybe gzdoom forum) but, If I remember graf wanted to give an graphical update on gzdoom (idk if it's more features like a doom 3 like lights or just an update to make it eat less hardware)

Wait, you are using a driver for an ATI Radeon GPU on an Intel GPU?

no.
Here I have both gpus, the intel hd and ati radeon, so I have intel and amd drivers installed, but somehow, the official drivers are not working with the radeon '-' (the only official drivers that works are the ones that samsung gaves to you on his software update)...
But, they're too outdated, and I found a website where they made a specific installer for notebooks with intel and amd gpus, the drivers are updated and they work :D
On the end I would have a kind of voodoo 1 system where it would require an extra gpu for 2D rendering (so the amd gpu here wold only be used for 3D things while the others 2D things (windows) would be rendered by the intel gpu)
