[REQ] Reinstate the PlayMovie ACS and Console Commands

The title says it all, it'd be awesome to have these two functions brought back in. I'd request this to be in ZDoom as well, but the devs probably wouldn't listen and it would take ages to get into Zandronum anyway.

Also, IIRC, there was a good reason it was dropped. Like it was only compatible with Windows or something. I actually don't remember.

Yep, it was buggy, crashed often, and only worked on Windows, and even then you needed the correct codecs.
It would be nice if it was fixed up and put into Zandronum though...
