Unable to play with my buddy on both LAN with Hamachi and Public with him

We have both port forwarded, we both have the same WADs and we do not know whats going on, we can both join a public server together but if we try and play with it just being us on our servers, it doesnt let us join, just says connecting constantly and the GeoIP Initialization fails on startup. Any advice?
