In a vacuum, it has a range of a few feet. In a non-vacuum (ie earth air) it has a range of about 100 millimeters.
My understanding of how it works is that it creates plasma, and then uses extremely strong magnetic or ionic forces to shoot the plasma in one concentrated direction.
And yes many people have filmed it in action, yet it's hard to really see with the naked eye because the plasma-beam generated is mostly invisible. But if you're curious, look up "plasma torch" or "microwave plasma source" on Youtube.
