I'm just going to state my views on things and the points brought up here in a general fashion.
For one, yes, he was aiming downward, not upward. Think about the position of the player from on top of the bridge, and at the bottom of the staircase. Sure, you can see his crosshair is slightly above the target player, BUT his actual aim is below a 90-degree angle. If you were to take the centered view of a player and draw a horizontal line across the middle of the screen that shifted upwards/downwards based on your aim, his aim would actually be below it. But if you were standing at the bottom of that staircase, your aim should actually be higher and above it, aiming UP at the the player to shoot them. The second video reinforces this, as you can clearly see, when he backs off a bit from the wall, that he is still not really aiming upwards, but downwards.
One funny thing I see is that his first shot in the video actually lands on the wall before his aim snaps to the target. My guess is THAT is where the "lag" is, but he wasn't necessarily lagging enough to fall through the bridge.
Also, in the video, you can see him strafe around a slight bit, yet both shots are DEAD ON (or I should say his crosshair aim, since lag probably caused the first shot to appear off. See above). Even against a stationary target, if you were both lagging AND not hacking, both of those shots would not be perfectly precise. On top of this, the fact that you can't really move during a hard lag spike, yet in the video not only did you move around but both shots were perfectly centered. If you were lagging under the bridge and were just shooting what you saw, then your aim would have been in different places, not perfectly square on your opponent.

[EDIT] Also, in regards to the aimbot not aiming right at the person's center, remember that Doom weapons fire from below the player's view height; it's possible that the bot compensates for this so that shots are actually square to the target.
