Master Bans reform

For those wondering, I have cleaned out MOST of the 2011 bans. The ones that haven't been cleaned out are 2012 and late 2011, or bans that are 100% perm. The whitelist has been cleaned up immensely as well.
"Why?" You may ask. In another thread here, you'll notice we ban by IP. This is very very risky, it is very hard to filter out bad people without catching the good people. In other words, to ban one cheater/troll, many many others can get caught in the range ban, which requires the staff to whitelist the user. Sometimes multiple times a day.
This also allows new players into our user base, instead of them getting the error/warning that they're master banned and giving up from there.
