Do something like this:

Missile:
 TNT1 A 0 A_Jump(64,"SecondAttack")
  <code for first attack>
  Goto See
SecondAttack:
  <code for second attack>
  Goto See
The 64 in the A_Jump is the chance out of 255 that it will jump, so 64 means 64/255 or 1/4 or 25% chance of jumping.
