How to correctly create such a map?

You just need Blue and Red (and Green and Gold if you wish) player starts, along with some kind of objective. By "teamgame" do you mean the gamemode? If you just mean "team game" in general, then the objective is skull and pillar for ST, or flags for CTF, or control points for Domination. If you're trying to program your own ACS "teamgame," then use the appropriate ACS functions.
