Strange TITLEPIC Issue (and ENDOOM issue)

Like most things, I'm sure there's a simple thing I'm overlooking. This custom TITLEPIC is appearing incorrectly. It's a widescreen image (16:9), but only appears right on fullscreen resolutions; on widescreen resolutions, it gets pillarboxed.
Also, for some reason, the ENDOOM is broken.
