its late now but http://media.io is the best one out there without limits or downloads.

also late, but if you're a linuxfag, this should work in either bash or zsh (you have to install the packages first ofc):

2ogg()
{
    local wavname="$(mktemp -u).wav"
    local oggname="$(sed 's/\.[a-zA-Z\._\-]*/.ogg/' <<< $1)"
    ffmpeg -i $1 $wavname
    oggenc -q 5 -o $oggname $wavname
    rm $wavname
}
change the 5 to whatever quality you want your oggs to be
easy exercise: get this to use sox instead of oggenc

Well, I thought it might be still useful to have another solution which is nice in my opinion. People having the same prob will find the thread via Google etc. :-) So I think it is not useless to answer to older threads... :-)

I use Reaper, it's free and a great thing for making music. There's a batch feature in it so you can convert a ton of files at once from one type to another with the click of a button

You could use a program called "dBPoweramp Music Converter", which could allow you to convert any sound file into another format, with the addition of other parameters to work with, creating the desired input for the file. With the necessary plugins, you could easily convert any sound file into .ogg format.

EDIT: Why is everyone talking about Audacity? The man wants to convert a file extension, not produce radio music.

Depending on OS...
Linux - Audacity
Windows - Audacity or conversion tool of foobar2000 (it can open much more music types than just mp3, including vgm, nsf, gbs and other)
