[split] im Banned from master server

HI, i have the same problem, i updated from windows 8 to windows 8.1 and now appear that i am banned from masterserver t.t, i saw the banlist.txt, and i think that all IPs from Peru are banned. How fix this, i use dinamic IP. My ID is XLOGUS and never used cheats.
