Summary0000928: Vsync is on by default (OpenGL)
DescriptionVsync is not disabled by default even though it's states it is.
Steps To ReproduceEnable vsync then disable it to see the frames go higher then refresh rate.

 Is it any different in GZDoom 323? If not, is it different in the latest GZDoom version? If not, please report it over there.

 Tested and was able to reproduce in GZdoom 323, but was fixed in GZdoom r1424.

 Alright, so this will be fixed once we catch up with the GZDoom version that fixed this.

 Confirmed fixed in 3.0 after testing.
