0002496: sv_sharekeys does not work with hubs

Description

behavior originally observed in hexen, but this modified example wad from ticket 2071 also works

issue in both 2.1.2 and 3.0

Steps To Reproduce

host server with hubs2.wad
connect and join 2 clients
sv_sharekeys 1
pick up a key
enter portal to change maps
spectate and rejoin with one of the clients
"no keys found", yet the other client clearly has one
