0000190: skulltag [098d] default save_dir

Description

Having an empty skulltag's "save_dir" option in skulltag.ini, the saved and autosaved game file are written in the current directory where you call skulltag's binary in a subdirectory called "~.skulltag"... Shouldn't it be
point to "~/.skulltag" which means to put your saves in the default
configuration directory under the user's home? Am i wrong?

Steps To Reproduce

Execute "skulltag" from a shell and the look at it with "ls" or similar ;-)
